Overview of Casidra

Casidra is an implementing agency of the Provincial Government of the Western Cape (PGWC), with the provincial government as a sole shareholder. A shareholders compact has been concluded between Casidra and the PGWC.

The organisation is listed as a Schedule 3D Public Entity (Provincial business entity) in terms of the Public Finance Management Act (PFMA) and has a Board of Directors as accounting authority. Casidra resides under the Western Cape Department of Agriculture and its minister as the designated executive authority.  The department provides transfer funding to Casidra in terms of the PFMA.

The head office of Casidra is situated in Paarl with a regional office in George, and project offices throughout the Western Cape Province to give support.

Purpose of Casidra


The core business of Casidra is to plan, facilitate and implement integrated rural development projects in impoverished rural communities of the Western Cape Province. Lasting improvements in the lives of the people in those communities in which Casidra works is the essential goal of the organisation.

Casidra’s approach to rural development is holistic and multi-sectoral, focussing on improving the social and economic well-being of rural people. The type of community development projects implemented varies, and is aimed at alleviating poverty, stimulating broad-based economic growth and unlocking the human resources and capacity in rural communities.

Casidra renders a project management service within the various departments of the PGWC, local authorities, businesses, non-governmental organisations (NGO’s), community-based organisations (CBO’s), academic institutions, other government agencies and international assistance institutions.

The principal purpose of Casidra is to provide services to improve the quality of life of rural communities by facilitating integrated rural development with measurable impact on economic growth and poverty reduction.

Casidra implements a diverse range of integrated rural development projects on behalf of government departments (national and provincial including local municipalities).

Casidra’s core business is integrated rural development planning and implementation with a specific focus on the following:

Agriculture, Land Reform and support services
Rural Infrastructure
Economic Development  and SMME support services
Human Resource Development and Capacity Building

Our Appeal


Casidra currently receives partial funding from the Western Cape Provincial Government.

Projects are also implemented on behalf of various government departments and donor agencies.

An appeal is made to donor organisations and grant makers to contribute to the programs for poverty alleviation, rural development and capacity building.
