The UTA needs to appoint a service provider to determine what key requirements are needed to establish a profitable and sustainable cosmetic company in the Western Cape.


A project of the Western Cape Department of Agriculture is in production of these products on a small scale. Since these products are niche products, the larger market has not yet been tested for such products. This presents an opportunity to evaluate the niche cosmetic market.


The report to be submitted must fully cover the following technical areas:

1. Regulations to adhere to, in accordance with Cosmetic, Toiletry and Fragrance Association of South Africa\

2. Compliance adhering to Cosmetic, Toiletry and Fragrance Association of South Africa; Chemical and Allied Industries Association (CAIA); Cosmetic Export Association of South Africa (CECOSA); South African Bureau of Standards (SABS) in respect of the cosmetic industry; and the Advertising Standards Authority (ASA).

3. Certification adhering to the certification bodies DQS or SGS as ISO 22716 (GMP) compliant (certification requirements for cosmetic company premises).

4. Guidelines adhering to medicinal claims and formulating of cosmetic products via the Foodstuffs, Cosmetics and Disinfectants Act (no. 54 of 1972) and South African Medicines Control Council.

5. Market potential for products without medicinal claims such as lip balm, soaps, beard oil, and hair oil.

6. Health and safety minimum requirements for cosmetic products.

7. Guidelines for biosecurity for cosmetics.

8. Guidelines for derma safety


The service provider must deliver a report covering the following sections:

1. Market feasibility (product and opportunities)

2. Management structure and competencies required

3. Risk analysis (business and product)

4. Minimum viable unit for a start-up model

5. Overall business and product viability assessment

4.   PPP Evaluation Form (Form CBD 5.1 (80/20)

5.   Bank Entity Form (Form CBD 7), unless the company banking information indicates “verified” on the CSD.


In accordance with Casidra’s Preferential Procurement Policy, BEE certified bids will receive preferential scores.


The successful bidder will be required to fill in and sign a Service Level Agreement (CPBD 8).


BID DEADLINE: The closing date for the bid is 17 August 2018 strictly at 12H00.


Bids must be submitted in a sealed envelope with the name of the bidder clearly marked “Re-advertisement: Provision of Legal Services for CASP Projects – BID NO.102/2018” and placed in the bid box available at Reception of Casidra’s Head Office, 22 Louws Avenue, Southern Paarl. No faxed, counter-to-counter courier or posted bids will be accepted.


The following documents and fully completed and signed CBD or CPBD forms, as supplied, must be valid for a period of 60 calendar days after closure of the bid and submitted as a bid packet:

1.   A completed project bid form CPBD 3.2

2.   Per project cost of the evaluations.

3.   CPBD 5.1 - A detailed company profile, including the core competencies and CV’s of project team members and relevant years of experience, contact details of three work-related references that are qualified to comment on work.

4.  Tax Clearance and registration on CSD is compulsory for the principle and subcontractors.

5.  Completed and signed PPP (CPBD 5.1), Bank Entity Form (CBD 7), unless the company banking information indicates “verified” on the CSD.

6.   A copy of the companies BEE certificate or sworn affidavit as required by CPBD 5.1.
