PILOT STUDY TO INVESTIGATE THE VIABILITY AND CHALLENGES OF INTEGRATING FARM-LEVEL PLANNING IN ACCORDANCE WITH THE DRAFT SANDVELD ENVIRONMENTAL MANAGEMENT FRAMEWORK AND THE ASSOCIATED DRAFT STANDARD 2017

 

The objective of this project is to source panels of multidisciplinary specialist service providers to assist landowners who require assistance in both the compilation of Farm Level Management Plans (FLMP) consistent with the Environmental Management Framework (EMF) and Standard; and obtaining environmental Authorisation for existing unlawful activities via the Section 24G method. This will be done through the use of baseline information provided in the Sandveld EMF; obtaining information from the ground-truthing delineations collected through this process by the team; and negotiating an agreed best development option with the farmer, taking into account the legislative requirements and specific natural resources available on the respective farm.

 

This is a pilot project and as such, five (5) farms will be selected by the farming community. The successful team members will need to go through a training programme that will be organised by Casidra, and coordinated by the Western Cape Department of Environmental Affairs and Development Planning, with support from the Department of Water and Sanitation, CapeNature, and the Western Cape Department of Agriculture. This training will focus on the application of the standards to do FLMPs.

 

The ultimate objective of this study will be to determine the actual cost and timelines in the process of capacitating land owners with professional support, skilled in facilitating to contain:

- An application for rectification of unlawful activities in terms of Section 24G of NEMA;

- A water use licence application (WULA) in terms of the Water Act,

- and assist the 5 landowners with the compilation, finalisation and submission of 5 Farm Level Management Plans consistent with the draft standards.

 

The scope of works is more fully described on document CPBD 4.

 

The works, as described,requires the services of professional service providers in the categories of skills and knowledge as specified below. This assignment will be in terms of a framework agreement entered into and a service level agreement will be signed with the service provider for a period of 2 years.

 

Specific skilled resources are required for the compilation of FLMPs. The following skills are highlighted:

Technical skills:

1. Agricultural scientist skills

2. Botanical (systematic conservation planning skills)

3. GIS skills

4. Geotechnical (for groundwater WULA)

Soft skills:

1. Conflict management skills

2. Negotiation skills

In accordance with Casidra’s Preferential Procurement Policy,

- BEE certified bids will receive preferential scores.

- Functionality compliance scoring will be applied according to the parameters as in CPBD5.1

 

The successful bidder will be required to fill in and sign a Service Level Agreement (CPBD 8).

 

BID DEADLINE: The closing date for the bid is 29 June 2018 strictly at 12H00.

 

Bids must be submitted in a sealed envelope with the name of the bidder clearly marked “PILOT STUDY TO INVESTIGATE THE VIABILITY AND CHALLENGES OF INTEGRATING FARM-LEVEL PLANNING IN ACCORDANCE WITH THE DRAFT SANDVELD ENVIRONMENTAL MANAGEMENT FRAMEWORK AND THE ASSOCIATED DRAFT STANDARD 2017 – BID NO. 56/2018” and placed in the bid box available at Reception of Casidra’s Head Office, 22 Louws Avenue, Southern Paarl. No faxed, counter-to-counter courier or posted bids will be accepted.

 

The following documents and fully completed and signed CBD or CPBD forms, as supplied, must be valid for a period of 60 calendar days after closure of the bid and submitted as a bid packet:

1.     A completed project bid form CPBD 3.2

2.     Unit rates for the works on the forms as supplied.

3.     CPBD 5.1 - A detailed company profile, including the core competencies and CV’s of project team members and relevant years of experience, contact details of three work-related references that are qualified to comment on work.

4.  Tax Clearance and registration on CSD is compulsory for the principle and subcontractors.

5.   Completed and signed PPP (CPBD 5.1), Bank Entity Form (CBD 7), unless the company banking information indicates “verified” on the CSD.

6.    A copy of the companies BEE certificate or sworn affidavit as required by CPBD 5.1.
